Motie Tweede Kamer
Geen regeringsvertegenwoordigers naar Bakoe voor EURO-2020
Den Haag, 24 juni 2021 – De Federatie Armeense Organisaties Nederland (FAON) bedankt de Tweede Kamer en in het bijzonder de indieners Gert Jan Segers (ChristenUnie) en Tom van der Lee (Groenlinks), voor de motie, die de regering verzoekt bij een eventuele wedstrijd van het Nederlands elftal in Bakoe, geen regeringsvertegenwoordigers daarheen af te vaardigen. Deze motie werd 23 juni aangenomen.
Nederland speelt in het EK2020 toernooi op 27 juni tegen Tsjechië, en zal, bij winst, de kwartfinale in Bakoe spelen tegen hetzij Denemarken, hetzij Wales.
De FAON is blij dat op deze wijze voorkomen wordt dat de Nederlandse Koning resp. een Nederlandse minister in de positie worden gebracht, om met hun aanwezigheid de autoritaire president Aliyev te helpen bij de "sportswashing", zoals het hosten van EK wedstrijden door Azerbeidzjan moet worden gezien.
De motie is gebaseerd op het feit dat een half jaar na de oorlog in Karabach, nog altijd meer dan 200 krijgsgevangenen worden vastgehouden, o.a. in diezelfde stad Bakoe, hetgeen in strijd is met het internationaal recht en met de afspraken van het staakt-het-vuren akkoord van 9 november 2020. Ook wordt het trofeeënpark genoemd, dat ook in Bakoe is, met daarin o.m. de helmen van gesneuvelde Armeense soldaten.
Uiteraard zouden de mensenrechtensituatie, het gebrek aan persvrijheid en vrijheid van meningsuiting al voldoende zijn geweest om het land te mijden en niet te kwalificeren als gastland, om nog te zwijgen over de vele corruptieschandalen vanuit Azerbeidzjan in Europese instituties en landen.
Ook de wijze waarop en de middelen waarmee de oorlog in Karabach is gevoerd maakt het moeilijk te begrijpen dat de UEFA Bakoe als zodanig heeft gehandhaafd. De schending van UEFA beginselen als non-discriminatie en anti-racisme, met vele voorbeelden zoals het weren van journalisten met een Armeense achternaam en de wijze waarop een transgender werd behandeld, die na afgetuigd te zijn behandeling geweigerd kreeg in een ziekenhuis, had de UEFA ertoe horen te brengen snel een alternatieve locatie te vinden.
De vele protesten die internationaal aan de UEFA, en per land aan de landelijke bonden hierover zijn gestuurd hebben tot nog toe geen resultaat gehad. Ook op de brief van de FAON aan de KNVB is nog geen reactie gekomen.
Daarom is het verhinderen dat regeringsleiders aanwezig zijn tot meerdere glorie van president Aliyev een manier om het protest tegen het illegaal vasthouden van de krijgsgevangenen zichtbaar te maken.
Het Nederlandse parlement had vorige week ook al een motie aangenomen inzake de terugkeer van de krijgsgevangenen, die werd met algemene stemmen aangenomen. In die motie werd de Minister van Buitenlandse Zaken opgeroepen te zorgen dat er op EU-niveau meer druk gezet zou worden op de vrijlating van alle krijgsgevangenen.
De FAON roept de parlementen van Tsjechië, Wales en Denemarken op om op hun wijze te verzekeren, dat, indien hun team naar Bakoe gaat, evenmin een regeringsvertegenwoordiger van hun land aanwezig zal zijn.

Motion at the Parliament of the Netherlands
No official Dutch representatives to Baku voor EURO-2020
The Hague, 24 june 2021 – The Federation of Armenian Organisations in the Netherlands (FAON) expresses its gratitude to the Dutch Parliament and in particular to MPs Gert Jan Segers (Christian Union) and Tom van der Lee (Left Greens) who presented a motion requesting from the government not to send representatives to Azerbaijan in case the Dutch national football team qualifies to play the quarterfinals, scheduled to be held in Baku on 3 July 2021. This motion was adopted on 23 June 2021.
The Netherlands will play against the Czech Republic in the Euro-2020 UEFA European Football Championship on 27 June, and if the Dutch team wins, it will be qualified to play the quarterfinals in Baku against either Denmark or Wales.
The FAON is relieved that in this way the Dutch King or a Minister will not end up in a situation, where – with their presence – they would help the authoritarian president Aliyev with “sportswashing”.
The motion is based on the fact that since the end of Karabakh war seven months ago, more than 200 Armenian prisoners of war are still illegally held captive, among others in the prisons of Baku, in total violation of international law and the cease-fire statement that was signed on 9 November 2020. The motion also condemns the “Trophy Park” that was inaugurated by Aliyev in Baku, where among others the helmets of fallen Armenian soldiers are exposed.
The human rights situation, the lack of freedom of press and of the expression would have been enough to avoid Azerbaijan to be qualified as a host country, not to speak about the many corruption scandals of Azerbaijan in European institutions and countries.
The manner in which and the means used in the second Karabakh war make it hard to understand that UEFA has maintained Baku as a host city. The violation of UEFA principles such as non-discrimination and anti-racism, with so many examples, such as banning of journalists with an Armenian surname or the way a transgender person was treated, who after being badly beaten up in the streets of Baku, was refused medical treatment in a hospital, should have led UEFA to quickly find an alternative location as host city for the games.
The many protest letters that have been sent internationally to UEFA, and to the national football associations, have so far had no result. A letter by FAON to the Dutch Football Association KNVB still remains without reaction.
That is why preventing government leaders from being present in Baku to the glory of President Aliyev is a way to make visible the global protest against the illegal detention of the prisoners of war.
It must be noted that just days ago the Dutch parliament also passed a motion calling for the immediate release of the Armenian prisoners of war. The motion that was adopted unanimously also requests the Dutch Minister of Foreign Affairs to call upon the European Council to put more pressure on Azerbaijan regarding the release of all Armenian prisoners of war.
The FAON calls on the parliaments of the Czech Republic, Wales and Denmark to ensure in their own way that if their national team goes to Baku, no government representative from their country will attend the match in Baku.

Նիդերլանդներից ոչ մի պաշտոնական պատվիրակություն Բաքվում ԵՎՐՈ-2020 խաղերի համար
Հաագա, 24 հունիսի 2021 թ. – Հոլանդահայ կազմակերպությունների ֆեդերացիան (FAON) Հոլանդահայ կազմակերպությունների ֆեդերացիան (FAON-ը) շնորհակալություն է հայտնում Նիդերլանդների խորհրդարանին և մասնավորապես պատգամավորներ Գերտ Յան Սեգերսին (Քրիստոնեական միություն) և Թոմ վան դեր Լեյին (Ձախ Կանաչներ) ներկայացրած բանաձևի համար, որը դիմում է կառավարությանը չգործուղել կառավարության ներկայացուցիչներին Բաքու`այդ աաում Հոլանդիայի ազգային հավաքականի հնարավոր քառորդ եզրափակիչի հանդիպման պարագայում։ Այս բանաձևն ընդունվել է հունիսի 23-ին:
Հունիսի 27-ին Եվրո-2020 ֆուտբոլի առաջնության 1/8 եզրափակիչ փուլում Հոլանդիայի հավաքականը կհանդիպի Չեխիայի հավաքականի հետ, իսկ հաղթելու պարագայում Հոլանդիայի հավաքականը Բաքվում քառորդ եզրափակիչ փուլում կհանդիպի կամ Դանիայի հավաքականի, կամ Ուելսի հավաքականի հետ:
FAON- ն անհանգստացած է, որ այսպիսով Հոլանդիայի թագավորը կամ նախարարը չեն հայտնվի այնպիսի իրավիճակում, երբ իրենց ներկայությամբ նրանք կօգնեին ավտորիտար նախագահ Ալիևին «մարզական լվացքի» հարցում: Հոլանդահայ կազմակերպությունների ֆեդերացիան (FAON-ը) գոհ է, որ այս բանաձևի ընդունումը խորհրդարանում ապահովում է, որ Նիդերլանդների թագավորը կամ նախարարը չեն հայտնվելու այնպիսի իրավիճակում, երբ նրանք իրենց ներկայությամբ կսատարեին ավտորիտար նախագահ Ալիևին «մարզական լվացք» իրականացնելու գործում։
Բանաձևը հիմնված է այն փաստի վրա, որ Ղարաբաղյան պատերազմի ավարտից վեց ամիս անց ավելի քան 200 ռազմագերի դեռ բանտարկված են Ադրբեջանում, այդ թվում ՝ հենց Բաքվի բանտերում, մի բան, որ խախտում է միջազգային իրավունքը և 2020 թ. նոյեմբերի 9-ի հրադադարի հայտարարության դրույթները։ Բանաձևում նշված է նաև «Ռազմական ավարների պուրակի» առկայությունը Բաքվում, որտեղ ի թիվս այլոց ցուցադրվում են զոհված հայ զինվորների սաղավարտները:
Ադրբեջանում մարդու իրավունքների իրավիճակը, մամուլի և խոսքի ազատության բացակայությունը բավարար կլինեին խուսափել այդ երկրից և մերժել Բաքվի թեկնածությունը, որպես խաղերի անցկացման քաղաք, էլ չխոսենք եվրոպական ինստիտուտներում և երկրներում Ադրբեջանի բազմաթիվ կոռուպցիոն սկանդալների մասին։
Ղարաբաղյան պատերազմի ընթացքը և այնտեղ կիրառված միջոցները նույնպես կասկածելի են դարձնում ՈՒԵՖԱ-ի որոշման մասին, որի համաձայն Բաքուն չի մերժվել որպես խաղերի հյուրընկալող քաղաք։ Կարելի է նշել բազմաթիվ օրինակներ, որոնք ցույց են տալիս, որ Ադրբեջանը խախտել է ՈՒԵՖԱ-ի այնպիսի սկզբունք, ինչպիսին է պայքարը խտրականությանը և ռասիզմի դեմ` արգելելով կամ խոչընդոտելով հայկական ազգանունով լրագրողների աշխատանքը, տրանսգենդեր անձի առևանգումը և ծեծի ենթարկելը, որից հետո հիվանդանոցում հրաժարվել են նրան բուժօգնություն ցուցաբերել։ ՈՒԵՖԱ-ն պետք է արագ գտներ մի այլ քաղաք մրցաշարի անցկացման համար։
Բազմաթիվ բողոքներ, որոնք զանազան երկրների կազմակերպությունների կողմից ուղարկվել են ՈՒԵՖԱ-ին և ազգային ֆուտբոլի կառույցներին մինչ այժմ ոչ մի արդյունք չեն տվել։ Հոլանդահայ կազմակերպությունների ֆեդերացիայի (FAON-ի) նամակը Նիդերլանդների ֆուտբոլի ասոցիացիային (KNVB-ին) նույնպես մնացել է անպատասխան։
Ահա թե ինչու կանխելով կառավարության բարձրաստիճան անդամների ներկայությունը, որի նպատակը կլիներ փառավորել նախագահ Ալիևին, պետք է ընկալել, որպես բողոքի դրսևորում ռազմագերիների ապօրինի կալանքի դեմ։
Անցյալ շաբաթ Նիդերլանդների խորհրդարանը միաձայն ընդունեց մի այլ բանաձև ռազմագերիների անհապաղ վերադարձի վերաբերյալ։ Բանաձևը դիմում է Նիդերլանդների արտաքին գործերի նախարարին կոչ անել Եվրոպական խորհրդին ԵՄ մակարդակով ավելի մեծ ճնշում գործադրել Ադրբեջանի վրա` բոլոր ռազմագերիներին անհապաղ ազատելու և հայրենադարձնելու համար:
Հոլանդահայ կազմակերպությունների ֆեդերացիան (FAON-ը) Չեխիայի, Ուելսի և Դանիայի խորհրդարաններին կոչ է անում օգտվելով իրենց երկրների օրենքներից ապահովել, որ եթե նրանցից մեկի հավաքականը գնա Բաքու, ապա այդ երկրի կառավարության ներկայացուցիչը ներկա չի լինելու Բաքվում։
